The Senate has passed a censure motion moved by Australian Greens Leader Senator Bob Brown over the Rudd Government's mishandling of climate change programs.

An amended version of the censure motion moved by Senator Brown today was passed by the Greens and the Coalition and will now be conveyed to the House of Representatives.

This is the first time a formal censure of the Government has been passed by the Senate since 2005.

The final text of the censure motion by Senator Bob Brown was:

I seek leave to move a motion of censure of the Government for its gross and systematic failure in the delivery of its climate change programs including home insulation, green loans, solar rebate, renewable remote power generation program and the renewable energy target.

"The passing of this censure motion demonstrates the extent and severity of the Rudd Government's failure to administer climate change programs," said Senator Brown.

"The entire Government has been censured on this issue.

"Climate change is one of the most serious issues facing our nation and responsibility for Government action rests not just with one Minister, but with the entire Government and ultimately Prime Minister Kevin Rudd."
