Everyone has the right to a secure home.

Many Canberrans are unable to afford to buy or rent the home they need - property prices and rents are the highest in the country, wages have been stagnating for years, and tens of thousands of people have lost work due to COVID-19. 

We can’t allow market forces to determine who gets a home and who doesn't. Now is the time for the ACT government to build a better, affordable housing system.

Improve renters’ rights to rebalance the scales

  • Fully fund a tenancy advocacy service such as the Tenants’ Union, and increase funding to ACT Shelter
  • Legislate to ensure all rental properties have a minimum level of insulation and energy efficiency
  • Improve the criteria for when a landlord and tenant can end a lease, to ensure people aren’t stuck in homes they can no longer afford
  • End no-cause evictions so renters can’t be kicked out for their home without a reason
  • Promote long term leasing using a 1, 2 & 5 model of default tenancy agreements

Expand ActSmart’s energy efficiency incentives to drive rapid upgrades to rental properties

  • Retrofitting rental houses to be more efficient
  • Installing insulation and draft proofing
  • Replacing gas appliances with electric ones at the end of the life of appliances
  • Installing solar panels, solar hot water, and battery storage
  • Enable tenants to get ActSmart’s energy efficiency reviews that are provided to landlords

Support landlords to do the right thing by tenants to ensure Canberra has landlords rather than slumlords

  • Ensure that landlords understand their responsibilities under the Residential Tenancies Act by providing all landlords with a tenancy package
  • Enable tenants to get ActSmart’s energy efficiency reviews that are provided to landlords

Close the shortfall in the number of public, community, and affordable houses

  • Massively boost the supply of affordable rental dwellings, targeted at people who need them
  • Provide low-cost developable land to community housing providers
  • Rates exemption for community housing properties rented as social housing under a Government-agreed standard
  • Expand the land tax discount for landlords who rent their properties to low and moderate-income earners
  • Fund an Aboriginal controlled community housing provider

Incentivise new houses to be built more sustainably to lower energy costs, keep people warm and protected from smoke, air and noise pollution

  • Strengthen monitoring and enforcement to ensure building construction standards are followed 
  • Fully fund an independent government building standard certifier
  • Set higher standards for energy efficiency, insulation and sustainable design in all new buildings
  • Address the heat island effect through better urban design and mass tree planting

Make homelessness history

  • Expand support for specialist homelessness services, including safe shelter, ACT Shelter and Common Ground 
  • Build mental health support accommodation in Curtin.
  • Prioritise housing people in all homeless support programs
  • Provide additional funding for accommodation and support for women and children escaping domestic violence.
  • Increase the supply of emergency and transitional housing for people at risk of homelessness
  • Increase the supply of public and social housing to provide people in temporary accommodation immediate pathways to long-term affordable housing
  • Make temporary COVID-19 homeless accommodation that has proven effective a permanent option
