Constituency Question – Animal Cruelty in the South East

My question is to the Minister for Agriculture. The Herald Sun reported on 30 August 2016 that Melbourne's south-eastern suburbs have the highest rates of animal cruelty in Victoria. According to the RSPCA, Casey has the most animal cruelty reports of all municipalities in the state, and Frankston came in eighth on that list. The RSPCA's chief executive, Dr Liz Walker, was quoted as saying that while some cases clearly involved premeditated violence against animals, most cases appeared to be 'the result of ignorance rather than malice'. That may suggest that a public education campaign is required. Is the government working with the RSPCA to reduce levels of animal cruelty in the south-east — for instance, by rolling out a public education campaign?
